Not directly. You can cover old text with white-out and type the new words on top, which looks the same when printed or viewed. The old words are still inside the file underneath, so for private information use Redact PDF, which removes them for good.
Yes. English and other Latin-letter text is added as real, selectable text. Text in other scripts is added as a sharp picture of your words, so it looks right but cannot be selected or searched.
