Can every damaged PDF be repaired?

No. If part of the file is missing (for example a download that stopped halfway), the content in that part is gone and cannot be rebuilt. The tool recovers what is still there and tells you how many pages that is.

Can it open a password-protected PDF?

No. Use the Remove password tool first (you need to know the password), then repair the file.
