Scanned documents can easily reach 5 or 10 MB, which is too big for many portals and email inboxes. This page is already set to a 1 MB target (1000 KB): choose your PDF and press Run.

Some upload forms count 1 MB as 1,000,000 bytes. Aiming for 1000 KB means the file is under 1 MB by either way of counting.
For most scanned papers and photos, yes: at 1 MB there is usually room for clear, readable pages. If the PDF has many large photos, they will be lighter but still readable.
